I would argue that there is nothing stopping SA Government from declaring the current cannabis growing areas of southern KZN and Eastern Cape Lusikisiki special economic zone. The reality is that, with or without proper regulations, there is a huge consumption of cannabis. Therefore, the usage will keep increasing even if it’s illegally and the Medical Practitioners might have a buy in if they know it’s effects towards certain health ailments. What will the regulatory bodies do if consumptions and farming grows dismally.

Q1. If Cannabis is believed to have such health impacts, what holds the regulatory bodies to commercialize what we know can bring economic development?
Dagga is consumed and even abused by the youths while illegally sold though legalized for use (nano packs for individual carrier) around most parts of the world. If we know its in demand and of use, why is it delayed to be on shelves?
SAHPRA as a regulatory body responsible for medicinal products does not commercialize products. Commercialization if a function of business entities. All what SAHPRA would be involved in to influence commercialization is processing of applications for registration of the products as submitted to it. Further to develop relevant medicinal regulatory requirements for registration of the products in demonstration of their safety, efficacy and quality.
Other regulatory bodies will be responsible for specific regulation of appropriate aspects such as cultivation (Agriculture), trading (DTI), etc.
